RECOMMENDATION:
THAT THE COUNCIL OF THE CITY OF WELLAND approves the request from the Town and Gown Committee of paying $1,068.98 for one (1) off duty police officers to patrol in the Niagara College area on move out weekend from the 2024 Advisory Committee Activity Account.

RECOMMENDATION:
THAT THE COUNCIL OF THE CITY OF WELLAND receives for information the signed petition from the City of Welland regarding the proposed amendments to the City of Welland Official Plan/Zoning By-law for 418-430 Aqueduct Street and 650-678 Niagara Street and forwards the matter to staff.

WHEREAS, on March 1, 2024 the City of Welland received a windfall
of approximately 1.7 million dollars from the Province of Ontario's
Building Faster fund for exceeding housing targets by 176 percent
and Welland residential ratepayers should benefit from this.
NOW THEREFORE BE IT RESOLVED THAT THE COUNCIL OF
THE CITY OF WELLAND that the 1.7 million dollars be rebated to all
Welland ratepayers and the finance department provide calculations
and numbers in a report for council to distribute these funds in the
third and/or fourth quarters of 2024. Ref. No. 24-4 

WHEREAS, the March 19th Council meeting includes a report
regarding the development at 44 Heron; and
WHEREAS, a citizens group from Sparrow Meadows, Gaiser Park
would like to be a delegation to voice there opinion; and
WHEREAS, the residents didn't feel they were properly informed, and
further
WHEREAS, the residents have a petition to submit.
NOW THEREFORE BE IT RESOLVED THAT THE COUNCIL OF
THE CITY OF WELLAND that the agenda item at 44 Heron be
suspended until the April Council Meeting to allow the delegation to
speak to Council that evening. Ref. No. 24-36 

WHEREAS, Ontario Regulation 543/06 Section 3(7) states that
“Notice shall be given by publishing a notice in a newspaper that, in
the opinion of the clerk of the municipality or the secretary-treasurer
of the planning board, is of sufficiently general circulation in the area
to which the proposed official plan or plan amendment would apply
that it would give the public reasonable notice of the public meeting
or open house, as the case may be. O. Reg. 543/06, s. 3 (7)”; and
WHEREAS, the Ontario Regulation 543/06 gives the municipality two
options for notice, one to send a notice to all property owners within
120 m of the subject lands and post a sign; or second to post in a
local newspaper; and further
WHEREAS, the City policy is to post the Notice in the Welland
Tribune which requires a paid subscription.
NOW THEREFORE BE IT RESOLVED THAT THE COUNCIL OF
THE CITY OF WELLAND directs staff to amend the City of Welland
notice practice to include posting a sign. Ref. No. 02-160

THAT THE COUNCIL OF THE CITY OF WELLAND directs staff to
prepare a report for Council to consider regarding the Councillor
Information Package. Ref. No. 23-29

THAT THE COUNCIL OF THE CITY OF WELLAND directs staff to bring a report forward on a funding source for 2 additional concerts on the canal for a total of $32 500.   Ref. No. 99-99

WHEREAS, at Special Council meeting Report FIN-2024-05: 2023 Remuneration & Expenditures - Members of Council & Committee of Adjustment Members identified the cost of our current design of council had an impact on the tax base $560,796. 
NOW THEREFORE IT BE RESOLVED THAT THE COUNCIL OF THE CITY OF WELLAND directs staff to provide council with options on a reduced council size, with the sole objective to reduce the cost on to the taxpayer.  Ref. No. 24-14
